英语文摘:OECD urges South East European nations to strengthen inward investment

PARIS, March 30 (Xinhua) -- The Paris-based Organization of Economic Co-operation and Development on Tuesday urged South East European regions to adjust their policy in favor of inward investment in order to build the basis for long-term sustainable growth.

Since the first report assessed the investment climate in 10 economies in South East Europe in 2006, these regions have showed important progress in building up multilateral trading system and improving legal frameworks, OECD said in a latest report.

However, in a bid to realize full economic recovery and guarantee stable growth, these economies need further major policy reforms, OECD's report of Investment Reform Index 2010 said.

"Particularly in the Western Balkans, the technological content of this region's exports is extremely low, well below the average, for instance, of recent EU member countries," OECD Secretary- General Angel Gurria commented.

After analyzing policy and practice in fields like investment and tax policy, human resource, trade policy and facilitation, supporting infrastructure, Gurria concluded, South East European regions needed continued reforms and new direct investment to develop resilient economy.

Accordingly, the organization recommended the eastern European countries to enrich human resource by improving education and training system, to adopt EU regulation and work with developed neighbors to enhance infrastructure, to better evaluate government 's policy and protect intellectual property right.

South East Europe includes Albania, Bulgaria, Bosnia and Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia, Kosovo under UNSCR 1244/99, the Republic of Moldova, Montenegro, Romania and Serbia.
