NEW DELHI, Nov. 26 (Xinhua) -- India criticized Pakistan on the second anniversay of the Mumbai terror attack on Friday, saying Islamabad hasn't fulfilled its promise of bringing the perpetrators to justice.

"In Pakistan, we have a neighbor who has not fulfilled its promise to bring Nov. 26 (attack) masterminds to justice. We have learnt a lesson that while we will always trust our neighbor, we must always be on guard," Indian Home Minister P. Chidambaram told the media in Mumbai.

"I sincerely hope that on the second anniversary of this horrific tragedy, Pakistan will realize its responsibility as a nation, as a government and fulfil its promises to bring to justice those who perpetrated the attacks," the Home Minister added.

Claiming that Pakistan has yet to provide voice samples of the perpetrators of the Mumbai massacre, Chidambaram said: "On a day like this while we honor those who laid down their lives, while we renew to our people our pledge that we will do everything in our power to secure this country and secure the people, it is my duty to caution the people that we have a neighbor who has not yet fulfilled the promises made to us."

The Mumbai terror attacks began on Nov. 26, and lasted until Nov. 29, 2008, killing over 170 people, including foreign nationals.
