Wednesday China's top legislators will begin discussions over changes to the nation's income tax law. So far, they are considering raising the lowest threshold for income taxes to 3,000 yuan from the current 2,000.

The tax brackets may also be changed. Experts say the changes could cost the government 120 billion yuan in tax revenue, or 25 percent of the total income tax revenue from last year. Currently 28 percent of salary earners in China pay income taxes if the amendment goes through in its current form, that portion would fall to 12 percent.

But they also say the changes wouldn't have a major effect on total tax revenues, as the income portion is relatively small. Raising the threshold has been a hot topic since this year's political meetings of the NPC and CPPCC in Beijing.
