用：此习语有以下两种用法:
①用来表示把前面讲的较笼统的话加上个条件.使它更确切、准确些
意：也就是说((=that is to say};确切地说;至少
例 .Came early evening. After tea-time, at any rate.
晚上早点来，就是说下午喝完茶你就来、
He's a very good artist, at any rate for someone who is colour-blind.
他是个不错的画家，至少色盲的人是这样认为的。
②用来提出主要论点，与前面的话形成对比.
意：不管怎么样吧;无论如何
例 .It's a pity it has started to rain, Gut at any rate we can still enjoy ourselves at the cinema.
真遗憾下雨了，但不管怎么样我们还可以在电影院好好看看电影嘛!
I know it's not that easy, but at any rate we roust find a way to do it.
