BEIJING, Sept. 27 (Xinhua) -- Foreign Ministry spokesman Hong Lei said on Friday that China's nuclear strategy is the most transparent among the nuclear powers.
Hong said at a routine press conference that China is dissatisfied with Japanese Foreign Minister Fumio Kishida's remarks on nuclear strategy.
According to media report, Fumio Kishida said in New York on Thursday that improving the transparency of nuclear capability is a precondition for reducing the number of nuclear weapons, and said that it should be down to contain China and other countries who continually increase their nuclear abilities.
Hong said China has consistently advocated the complete prohibition and destruction of all nuclear weapons while firmly pursuing a nuclear strategy solely for self-defence; has adhered to a policy of no first strike at any time in any circumstances; and made an unequivocal commitment not to use or threaten to use nuclear weapons against non-nuclear powers or nuclear-free zones.
China has never deployed nuclear weapons in any other country nor participated in any form of nuclear arms race, Hong said, adding that China keeps its nuclear capability at a minimum level commensurate with national security.
The international community should be aware that Japan's "Chinese military threat" bluster creates tension, stirs confrontation and is nothing more than an excuse for adjustment of its military policy, he said.
Hong said China hopes Japan will reflect on history, earnestly learn from history, stick to a path of peaceful development and do more conducive to trust with its neighbors, regional peace and stability.
